Regular Meeting
Monday, July 10, 2006
I. Call to Order
Chairman Ray Collins called the rescheduled regular meeting of the Old Saybrook Harbor Management Commission to order at 7:30 p.m.

Citizens with business before the Commission
Section 7, item 1 Ferry Dock Road, Richard Metsask
Richard and Terry Metsack came to the meeting. Mr. Metsack distributed an affidavit dated, July 10, 2006. Mr. Metsack presented what he believes the series of events were. Discussion ensued.
Peter Fredrickson proposes writing a letter to Mr. Metsack, Ross Byrne also felt a letter was a good idea.
MOTION - Dick Goduti moved to send a letter to Mr. Metsack saying that the Commission did not intend to cast any aspersions against him, Gina Stillman seconded
Proposed amendment – the commission realizes that Mr. Metsack did not intentionally falsify the record.
Dick Goduti retracted his motion
MOTION - Peter Fredrickson moved to send a letter to Metsack saying that the commission did not intend to cast any aspersions against him and the Commission realized that Mr. Metsack did not intentionally falsify the record. Gina Stillman seconded
5-0-0 Motion passed unanimously
Minutes of previous meeting, June 12, 2006
MOTION - Dick Goduti moved to approve the minutes of June 12, 2006, Gina Stillman seconded
Discussion – page 2 no 11, Ross Byrne wants to go on record that he does not believe the chairman had the authority to authorize funds.
Add to # 7 after 2nd sentence. “and stated that the Harbor Management Commission has to vote on the matter of denying Mr. Metsack a slip and the chairman did not believe a vote was necessary
Correct 7 last paragraph to say southwest corner of the dock.
Number of 11Ross Byrne expressed opposition to the inspection fees.
Number 12 add the 5 town CT River Pumpout Boat agreement

Harbor Management Plan
Update Lower CT River Harbor Management Working Group activities-
Under the budget DOT transportation bill passed by the legislature, there will be a dredging advocate detached from the DEP. There should be an appointment soon.
North Cove
Dredge update- Les Bowman reports cause to feel good and he will attend the August meeting for a complete update.
50% requests- The clerk will continue to develop list
Ferry Road Dock
Immediate dock repair plan – Ray Collins will talk to Michael Pace about spending maintenance money on doing immediate repairs which the commission feels are necessary to the health and welfare of the individuals using the dick. It would be most cost effective to have the town crew make the docks. The COP is only good for two year and the commission may want to request an extension on the existing dock COP. When Mr. DiBella did his environmental testing; he included 15 feet of the town property. Dick believes if we could get a permit for the balance of that distance.
Ross will contact DEP and find out the status of the driveway COP
Harbor Master
Clerk will follow up getting remainder of the dock permits signed by the Harbor Master.

Correspondence
In a letter to the Commission, DRS purports it is returning a penalty they charged the Commission.
Letter from neighbors from Beeman Creek presented a petition to the Commission.
MOTION - Ross Byrne moved that the dock master with the harbor master’s approval drop a steerage way only sign, Pete Fredrickson seconded
Discussion - Dick Goduti suggests a copy of the petition be sent to the chief of police.
Ross Byrne withdrew his motion and Pete Fredickson withdrew the second
Chairman Ray Collins will forward a copy of the petition to the chief of police.
Old Business
Proposed dock standards
Dick Goduti stated that he took the harbor management commission documents and the Riverport documents and combined them. Torrance Downs went in a different direction and created something about South Cove. Dick Goduti got a hold of the document corrected it sent it back to Torrance Downs and never heard anything. Dick Goduti sent a proposed document to the commission. Torrance Downs disregarded Dick Goduti’s comments and submitted a plan with a non-structural access idea.
Dick Goduti believes that because th town of Old Saybrook is the first town to submit dock standards and the first standards that the DEP is reviewing and to that end will have a good opportunity to create good working dock standards.
In review of the presented document:
Change “especially” to “including” i.e. page 4
A few other changes were made to the document. The changes will be made in the original and presented to the chairman for him to take to DEP.
Old Saybrook Marine Ordinances and Michael Cronin’s letter will be tabled to the next meeting.
Approval of bills-
CREPA invoice – Ray Collins will discuss the invoice with Torrance Downs.
Adjournment
MOTION – Dick Goduti moved to adjourn the meeting at 10: 25 p.m.
Gina Stillman seconded.
